Companies that are certified as DBE can also be considered a UDBE certified business if they are a member of one of the groups below:

1. Black Americans
2. Native Americans
3. Asian-Pacific Americans
4. Women

Public Contract Code §12400-12404 states that DGS (with consultation from the California EPA) shall provide state agencies with information and assistance regarding environmentally preferable purchasing (EPP). DGS has developed a best practices manual titled: The Buying Green Guide.

Organizations that wish to do business with Cal-trans should complete a good faith effort.  This entails reaching out to potential DBE businesses via fax, phone or email.  A log should be created that would include businesses names, contact information and time/date of contact. The bidders request should include detailed information regarding project needs and specification.  If assistance is needed by the DBE that should also be documented, this can include items such as, insurance and the attainment of equipment.
